A US Defence intelligence 2005 on radio that 3 SOVIET suitcase NUKES went missing are copies being made?

The Soviets made 93 SADM’s that is Special Atomic Demolition munitions as NATO call them on the demise of the Soviet block the US defence analyst and former cold war intel officer said that 3 were unaccounted for and one was known to have turned up at a Pakistani arms bazaar.
He did not mention if a purchaser had been identified nor what was speculated on the the other two missing SADM’s.
Is it fair to assume one might think that perhaps Pakistan got one and are manufacturing as many as they need?
Did Iran get one and would it be fair to conclude they could also be doing the same although less likely at this time as intel seems to indicate that they are not manufacturing weapons grade nuclear material though Pakistan is and can.

Are there other interested parties? I would have thought so if China havent already got their own an open market who do you think would like one.
NATO strategy on Nuclear nations back in the 80s generally seemed to be if a Nation had a single Nuclear Weapon it was a target. If it had many it was a threat.
The greater problem is isotopes used the Uranium Isotope had 2000 year half lifes which means that a devastated area was a no mans land for 2000 years and in this vein Gorbchov and Reagan got it right. The stand down was right mutual suicide and obliteration insane that was the brink.
What isnt clear if low half life isotopes are availiable or effective as the theortical lowest half life I beleieve is 30 seconds. That sadly changes things if we havent enough problems with the slowly destabilizing weather. It gets almost Biblical the ground itself crying out.
