What is the diagnosis if an external hard drive only works when not plugged into a surge protector?

My external firewire/usb hard drive i noticed stopped functioning correctly when plugged into a surge protector. i have then plugged it into a normal socket to discover that the HDD works perfectly. does this mean that the psu for the hard drive is spiking? I can confirm that the surge protector is functioning properly also as all of the other products plugged into are working correctly with no similar issues.

Does this product replace the PSU inside my pc (see link)?

Since using it the problems I’ve had before - computer not booting up when I turn it on until many, many attempts have not happened. I just bought it for battery backup in case of power outage and surge protection.

I’m wondering because I was considering getting a better quality PSU for (inside) my pc but it may not be necessary with this unit.
