Ti-83 Plus Calulator failed?

I did the resets with the batteries and also checked them with a Digital Multimeter and they seem fine. The backup battery is eight years old but it shows 3.3Volts which is above the 3V listed on the battery.
As the rechargeable NiCad batteries began to discharge the screen began to show weird characters and vertical lines. Sometimes it would just display as if the screen was upside down and reversed while other times it would function normally. After replacing the batteries today with normal Panasonic AAA the calculator turned on a few times and then it began doing the weird things with the screen finally it wouldn’t power up. While waiting on the phone for the Ti-Cares representative the calculator’s screen turned black. She recommended I replace the eight year old back up battery, ending the call I measured the backup battery as well as all the other batteries for the first time and they were fine as I stated at the beginning.

What’s wrong?
Does RadioShack do Diagnostics?

Do dual power calculators need battery changes?

Or does the solar cell charge the battery to eliminate the need for a battery change? I avoided dual power calculators in the past as I don’t like to change the battery if I don’t have to. Thanks.

Why would the voltage within a building fluctuate more that the electric company says it is at the meter?

AEP measured the spikes and blackouts at the box and said there was no problem. We had an APC battery backup that reported many surges and blackouts and kept shutting my computer down. I measured the voltage with a voltage meter and the outlet ran higher than AEP said it was measuring at the box.
This is at a small office building and we are the only tenant at this time.
