Back-Up Battery, UPS Mystery?

If I had a voltage problem with a bad neutral &voltage going from 180.0to 70.0 is the PC ever totally fixable?

Where can I get the Hp installed programs if I reinstall my OS?

Gateway computer w/windows 98?

Thanks, turns out that the teenager removed the completely removed the hard drive right out of the cabinet, I didn’t even look until yesterday…..and yep, it’s gone……..nice
