Does a surge protector still work if the power is off?

The storm had already turned off all power to the house when lightning hit very near the house. Would surge protectors still protect equiptment?

    Yes - they are a filter/fuse to the cable route and therefore the route of a power spike.

    Yes you can get a power spike due to lightning when the grid power is off.

    Are you thick? There is no friggin electrcity so why you worried about surge protectors if there is no electricity and if lightening struck it would blow up your tv through the antenna.
    That is one of the dumbest questions I have seen to date.
