Does turning off a surge protector with a computer plugged into it, stop the computer from using power?

When things are plugged in they use energy even when they are off, but does plugging the things into a surge protector and turning off the surge protector when not in use stop the power from going to the devices?

It should. It really depends on the model. Newer ones act more like a wall outlet, old ones almost always will cut of power. You should check by using a volt meter. Be carefull not to hurt yourself Stephen
