They feed off a GFCI outlet in a bathroom, the kitchen, or possibly any other protected circuit in the house.

You must check EVERY GFCI in the house and every GFCI breaker in the box.</description>

		<description>You will need to determine if the water has be dried up or it will not work. Chances are there is still water in an outlet that is causing the gfci to stay in the off position.
You could go to home depot and pick up a cheap sensor to find out if there is power at the outlet box but not coming from the outlet.
Good luck</description>

to the system.
(No Jan ,it couldn't possibly be the main.)
Best guess; 
Disconnect that surge protector. Then check that all 
those breakers have been reset.
