Is it okay to stick a power strip or surge protector into an extension cord?

Only if you use a heavy duty extension cord.

Depends on the load.

It will work if you use a heavy duty 3 wire cord.
(You need to provide a ground for that surge protector.)
It’s not a good idea to use an extention cord as semi permanent
wiring.
Fires start that way.
At a minimum, don’t leave it plugged in when there’s no one about.
