		<description>The problem is most likely that your hot and neutral wires are reversed, or there's no ground.  It could be a safety issue.  Have an electrician check it out.  (The wiring should never have passed inspection if the wires are reversed, or if no ground was installed.)</description>

In that case, the surge protector will not do anything.

But your appliances can present a shock hazard if an internal short develops, so you should get this fixed. 

But it's also possible the hot and neutral are reversed, again, read the docs to see what the light indicates. 

Also, Try the surge protector in various outlets to see if the problem is throughout the house or just at the one outlet. The latter, it's easy to fix.
