First thing to check is the power supply rest. Unplug your power supple cord. Wait about 3 to 5 minutes and plug it back in and try a reboot. If that doesn't help, take the machine in and have the power supply checked.

Just smell the inside of the power coil. If it's been fried, you'll be able to smell it.

Most likely it is only the power supply but it could be the whole motherboard. Before you buy any thing to repair it buy a power supply tester. I bought mine from tigerdirect.com for like 20 dollars.

You need to do an ATX reset.
Unplug EVERYTHING from the base unit (including the power cable).
Once you've done that, press and hold the power button in for about 30 seconds.
After that, plug in the power cable, monitor, mouse and keyboard then try turning it on.
Good luck
