my pc works fine being plugged in directly to the wall outlet. however i have other components working off the surge protector. which seem to be all-right.

Are you trying to draw too much power from your surge protector? It sounds like you are.
Try ONLY plugging your computer into the surge protector. If it cannot provide power to JUST the computer (not the monitor, just the PC) then get a new one. bon-gart
