Has your power surge bar taken any electrical hits? As surge protectors require being replaced as well.

It really depend on where you live because surge protector is supposed to protect you from electrical surge causes by thunder storm. I live in Maryland and in spring and summer we get frequent thunder storm and lighting. I will not risk any of my hardware by exposing them directly to a electrical outlet. So if you live in place where lighting rarely strikes anything , go ahead and plug it directly into a power outlet. But it will be bad idea.

No this is not necessary. But you should keep in mind that working of surge protector is that they "provide a short circuit path to surge voltages". In this way they protect equipments connected with it. They will function only when they left turn on, and keep in mind that surge voltages may travel through your computer at any time, so keep surge protector on all the time. But if you need to turn them off it is advisable that you disconnect it from wall outlet socket.
