I understand that if an electronic is turned off (but still plugged in), electricity still runs through it. Is this the case if the electronic is plugged into a surge protector or power strip and that is turned off?

The cable co. offered to bundle internet, phone and cable but living in Florida, with hurricanes we sometimes lose all electricity. The agent assured me that I could still use a landline corded phone with a battery backup. I don’t know whether to believe him. Does the cable co. have access to the telephone lines.
