Does a surge protector still work if the power is off?

I’m looking for any solutions or gadget/device to get an email alert when there is a power outage at my house.

So far what comes to mind is some kind of battery backup device with ethernet or phone connection.

I dont mind to leave my pc on 24/7 but this isn’t ideal.

Our smoke alarm occasionally beeps but is hard-wired into the ceiling. Does it have a back-up battery inside?

The sound is throughout the house. No noise around breaker box, no hot breakers, etc. Power transformer is about 120 feet from home. Thanks
