Battery Backup Guide

I was wondering, I have a power surge protector with a battery backup hooked up to my computer.

I still shut the computer down though during bad storms, But i was wondering if this mad a difference at all now that i have a protector.

Should i shut my computer down during bad lightining storms even with a power surge protector?

I have a simple desk top computer E machine I bought 3 years ago. I never put in a battery backup between the power source and computer. There have been several power outages due to storms and it always came back up running properly after being shut down improperly due to power failure..
Well the other day I accidentally shut off the circuit breaker in the computer room while it was still running WinXp and now when I turn it on I CANNOT….I push power on and NOTHING….Is this going to cost me an arm and a leg to repair? I am thinking of going to local small business computer guy to fix….
