How do you check a battery in a Back-up unit to see if it is good or not.such as a APC backup power strip?

I checked the battery and it reads around 5.5 Volts DC. SO I think the battery is good, it just won’t power off the protected outlets, just the unprotected ones. So there must be something wrong with the strip itself and not the battery

I have noticed in the past few months that the battery would not hold a charge for more than about a half hour and would always say that I am using backup battery power. I probably should have addressed it then but hadn’t had the time to do so. I have read that I should be able to use the laptop if it is plugged in w/o the battery but I still cannot power up. When I push the button on the battery on the bottom of the laptop the light blinks for a few seconds and then goes out. Does anyone have any suggestions? I know I will probably have to take it to an Apple Store to get it looked at but any help is appreciated.
