its for the back up lights and maybe something else some times they combine fuse links.
any car that has a computer, a clock (in the radio) or just a radio it well have a slight drain ... as they are always on that's how the keep time, and hold your preset station's. 
I say have them unplug the remote start and see if the drain stops too.
