A surge protector will protect your electronic items if there is a surge of electricity due to a storm or some unforeseen events. Computers and other expensive equipment is usually plugged into them because it will stop the flow of electricity hence saving your computer from being fried.
In order to use an electronic item from the US to india you need a convertor. Wal-Mart usually has an expensive one that you can use in 3 different regions. You can find it in the aisle with luggage

Have a look online for travel adapter or similar. The important thing here is that the adapter will convert the prongs on the plug, to fit a different socket, but it WILL NOT convert the voltage!!! If the voltage there is different to 110V (the USA) then you will also need a step (up or down) converter. There are many sources online…
A surge protector is something totally different - it arrests surges (peaks) in voltages…
